there's no rule saying that....they just don't wanna get punched out. They usually break it up when a player hit's the ground, or it turns into a grappling match.

I don't know anything about hockey, so I have a question. Someone told me the refs can't stop a fight till it goes to the ground. Judging by this video, it looks to be true. My question is, why do they wait for it to go to the ground?
